Институциональная Политическая Экономия: С Чего Начать?

Abstract

Центральной темой статьи является исследование основания и исходных понятий в исследовании экономических институтов. Показано, что в качестве исходного пункта исследования в институциональной теории не может быть рассмотрен отдельный индивид. В качестве такого предлагается рассматривать общность людей, связанных между собой использованием ограниченных ресурсов. Данная общность создает общие условия для экономической деятельности и воспроизводства индивида и, вместе с тем, порождает препятствия для ее осуществления в виде фундаментальной неопределенности и враждебной определенности. Непосредственные и экономические действия и взаимодействия в этих условиях становятся невозможными. Условием и предпосылкой отдельной хозяйственной деятельности и всего хозяйственного процесса в рамках социального пространства является установление определенной институциональной структуры. И этот порядок (структура, форма взаимодействия) должен предшествовать непосредственному обмену, распределению и использованию благ отдельными индивидами. Нет никакого экономического действия и взаимодействие до институтов и вне институтов. Институты изначально «вплетены» в систему экономических отношений и взаимодействий между людьми.
