Расширение Функций Центрального Банка России: Шаг Вперед Или Два Шага Назад?

Abstract

В статье рассматривается роль Центрального банка России на современном этапе развития нашей страны. Исследуется эффективность выполнения Банком России функций мегарегулятора. Анализируется, должен ли Центральный банк выступать ключевым регулятором в финансовом секторе или его функции должны быть ограничены банковским сектором? Рассматривается мировой опыт применения модели мегарегулятора. Выявляются основные преимущества и недостатки данной модели применительно к России. На основе данного анализа делается вывод о том, что модель мегарегулятора в лице Центрального банка России не может способствовать эффективному развитию финансовой системы России. На основе характеристики банковского сектора на современном этапе выделяются ключевые направления его регулирования Банком России, среди которых выделены особая политика регулирования и надзора банков с государственным участием и принципиально новая модель регулирования сделок слияний и поглощений банковского сектора.
