Инфраструктурный Комплекс Калининградской Области: Проблемы Постиндустриальной Модернизации

Abstract

В статье рассматриваются аспекты совершенствования управления инфраструктурным мезо-комплексом (ИМК) в целях полноценного развития региональной системы воспроизводства человеческого капитала (РСВЧК), необходимость разработки принципов новой региональной управленческой парадигмы. Разработана гипотеза, согласно которой проблема формирования эффективно функционирующей системы управления ИМК может быть решена при условии восприятия этого комплекса в качестве материальной основы обеспечения максимально возможной степени комфортности жизни человека. Даются рекомендации по выработке новой парадигмы управления всего ИМК, который должен быть нацелен не на достижение максимальных финансовых показателей эффективности хозяйственной деятельности предприятий, а на максимальное удовлетворение потребностей человека, а также за счет большей открытости регионального хозяйства и сообщества в целом.
