Проблема Оппортунизма В Государственных Закупках

Abstract

В статье показаны проявления, причины и некоторые последствия оппортунистического поведения при проведении государственных закупок. Приведены основные барьеры на пути формирования эффективной контрактной системы. Оппортунизм характеризуется как экономическая и этическая проблема, приводящая к росту трансакционных издержек и требующая для своего решения создания новой системы стимулов для экономических агентов. Варианты оппортунистического поведения дифференцированы по их принадлежности к внутренней и внешней среде организации по отношению к поставщику и заказчику. Показаны положительные и отрицательные стимулы на пути соблюдения соглашений в сфере государственных закупок.
