Становление Института Поддержки Малого Предпринимательства На Украине: Проблемы И Перспективы

Abstract

В статье показано, что сформированный на Украине институт поддержки малого предпринимательства, в том числе и механизм анализа регуляторного влияния (АРВ), функционирует неэффективно и имеет все признаки «институциональной ловушки». В силу этого он не оказывает позитивного влияния на развитие малого бизнеса, уровень предпринимательской активности которого продолжает неуклонно снижаться. Необходимо кардинальное реформирование всей системы государственного регулирования и поддержки предпринимательства, переводящее ее на новый, более высокий уровень современного системного менеджмента.
