Доверие К Государству Как Фактор Повышения Его Эффективности

Abstract

В статье обосновывается позиция, что важную роль в повышении эффективности государства играет доверие к нему со стороны граждан. Выдвинуто положение, что институциональное доверие возникает в том случае, когда институты (в особенности государственные) устроены максимально эффективно и справедливо. В статье делается вывод о том, что необходимо создавать соответствующие условия для роста доверия к государству, которое в России остается на низком уровне. Эти условия касаются содержания правил, механизмов их выработки и принятия, устройства государственных организаций, а также личностей руководителей, осуществляющих управление от лица государства. Выдвигаются предложения, касающиеся критериев оценки уровня доверия к государству.
