Региональный Социальный Контракт Власти И Бизнеса (На Примере Кемеровской Области)

Abstract

Автор обосновывает необходимость учета многоуровневости социального контракта при оценке содержания и перспектив формирования горизонтального социального контракта в России, так как контрактные практики, складывающиеся на региональном уровне, во многом будут определять вероятные параметры общероссийского горизонтального социального контракта. Анализ практики регионально социального контракта власти и бизнеса в России привел к выводу о наличии элементов двух типов социального контракта («вертикального» и «горизонтального»). Однако возникающие на региональном уровне специфические контрактные взаимосвязи (квазиналоговые сборы и организованное спонсорство) можно рассматривать как проявление объективной тенденции к формированию неклассического варианта горизонтального социального контракта.
