Финансирование Политики Занятости: Новые Подходы К Формированию Государственного Фонда Занятости

Abstract

После снижения тарифа обязательных страховых взносов работодателей в Государственный фонд занятости населения с 2% фонда оплаты труда до 1,5% доходы его бюджета в подавляющем большинстве регионов -субъектов Российской Федерации оказались недостаточными для обеспечения своевременной и в полном объеме выплат пособий по безработице, которые, как известно, входят в число социальных гарантий федерального уровня. Для компенсации выпавших доходов фонда занятости должны быть приняты решения по привлечению дополнительных источников формирования доходов фонда занятости. В статье показано, что эта задача имеет решение. Показаны также возможности снижения налоговой нагрузки на работодателей в части их привлечения к уплате страховых взносов в ГФЗН.
