Перекрестное Субсидирование Тарифов В Электроэнергетической Промышленности России Не Так Плохо, Как Его Репутация

Abstract

В большинстве индустриально развитых стран тарифы на электроэнергию для населения выше, чем для про-мышленных потребителей. В России, как и в некоторых других странах с переходной экономикой, все с точно-стью до наоборот, в то же время в целом уровень тари-фов очень низок. Перекрестное субсидирование тарифов для населения за счет промышленных тарифов было не-однократно раскритиковано экономистами и междуна-родными организациями. В данной статье показано, что хотя удерживание тарифов ниже социальных затрат не-эффективно, перекрестное субсидирование все же может оказаться эффективным. Согласно проведенным в статье оценочным расчетам для России, при слишком низком уровне тарифов их структура, возможно, эффективна.
