Социальный Оптимум И Политическое Равновесие В Экономике С Двумя Инструментами Перераспределения

Abstract

В работе рассмотрена модель политического выбора в экономике с неоднородными агентами и двумя инструментами перераспределения: подушевым трансфертом и инвестиционной субсидией. Агенты, различающиеся по своим способностям к осуществлению рисковых инвестиционных проектов, выбирают не только степень перераспределения, но и вид политики перераспределения. Бенефициарами подушевых трансфертов являются все агенты, в то время как инвестиционная субсидия выплачивается лишь агентам, осуществляющим рисковые инвестиции. В работе определены условия, при которых распределение, максимизирующее общественное благосостояние, реализуемо в рамках политического равновесия.
