Модель Оценки Реального Влияния Групп И Фракций На Примере Государственной Думы Рф Третьего Созыва

Abstract

Рассмотрена проблема оценки реального влияния групп и фракций при принятии коллективных решений на примере Государственной Думы РФ 3-го созыва. Предложена модель оценки реального влияния, основой которой является модификация классического индекса влияния Шепли Шубика для учета вероятности возникновения коалиций. Также в рамках предлагаемой модели был введен новый индекс совпадения позиций, оценивающий близость политических позиций групп и фракций, и новый индекс эффективности влияния, показывающий насколько полно участники реализовали свое потенциальное влияние, определяемое количеством их голосов. Кроме того, предложен способ учета уровня фракционной дисциплины групп и фракций в их итоговой оценке влияния. Рассмотренная модель применена для оценки распределения влияния в Государственной Думе 3-го созыва.
