Влияние Социально-Экономических Факторов На Решение Муниципальных Властей О Выборе Формы Организации Рынка Социально Значимых Услуг (На Примере Услуг По Вывозу Твердых Бытовых Отходов В России)

Abstract

В работе представлена теоретическая модель, описывающая механизм влияния социально-экономических факторов на решение муниципальных властей о привлечении частных компаний к вывозу твердых бытовых отходов (ТБО). Проведено эмпирическое тестирование основных выводов предложенной модели на основе статистических данных о крупнейших российских муниципалитетах. Показано, что вероятность приватизации компаний сектора увеличивается при снижении доли нецелевых трансфертов в муниципальном бюджете и при увеличении удельных издержек на вывоз ТБО. Среди дополнительных факторов, способствующих привлечению частных компаний в сектор ТБО, выявлены уровень благосостояния населения, целевые трансферты и размер муниципалитета.
