Эффективность Децентрализации При Несовершенной Оценке Загрязнения

Abstract

В статье рассматривается влияние несовершенства измерения качества стоков поверхностных вод на уровень загрязнения и распределение природоохранного бюджета в рамках одного бассейнового округа. Исследование базируется на модели частичного равновесия с накапливаемым внешним воздействием с учетом механизма естественной природной абсорбции. Проанализировано влияние степени искажения информации о качестве стоков на уровень загрязнения и общественное благосостояние. Показано, что в рамках рассматриваемой модели децентрализация, сопровождающаяся улучшением мониторинга, может приводить к снижению общественных потерь. Однако даже в том случае, когда децентрализация сопровождается полным устранением искажений в оценке качества стоков, распределение ресурсов остается неэффективным.
