О Фильтрующей Роли Образования В России

Abstract

В работе выполнена проверка предположения о том, что для отдельных форм обучения и категорий занятых образование не является инвестициями в человеческий капитал или повышает человеческий капитал незначительно, а основная функция образования фильтрующая. В такой ситуации сертификат об образовании или длительность обучения могут быть использованы в качестве сигналов о «природных» индивидуальных способностях и производительности выпускников при трудоустройстве и получении доходов на рынке труда. Эмпирический анализ выполнен на основе данных Российского мониторинга экономического положения и здоровья населения 2000-2006 гг.
