Реформирование Тарифной Политики На Услуги Водоснабжения: Сравнительный Анализ

Abstract

В работе рассматривается вопрос эффективного ценообразования на водные ресурсы с учетом множества источников водоснабжения (подземные воды с пополняемым стоком и поверхностные воды) и сопоставляются различные варианты перехода к эффективному ценообразованию. Рассмотрены два варианта реформирования: постепенная либерализация тарифов и сохранение фиксированных тарифов с рационируемым водопотреблением при наличии свободных цен за сверхнормативное потребление. Показано, что политика рационируемого чодопотребления является предпочтительным вариантом реформы с точки зрения общественного благосостояния.
