Abstract

Мы используем кооперативную теорию игр для анализа того, как архитектура системы трубопроводов влияет на структуру сил в цепочке поставок российского газа. Если при оценке учитываются только возможности контролировать потоки в существующей сети, то переговорная позиция транзитных стран сильна. Если же во внимание принимаются также и инвестиционные проекты по расширению системы трубопроводов, то Россия занимает доминантную позицию. Конкуренция между Украиной и Белоруссией имеет небольшое стратегическое значение по сравнению с возможностью для России получить прямой доступ (по морю) к потребителям. Эмпирические данные, полученные из транзитных и импортных соглашений, говорят о том, что вектор Шепли дает лучшее объяснение прибылям основных транзитных стран, чем ядро или нуклеолус.
