Цены На Нефть И Риск Национализации: О Чем Говорят Панельные Данные?

Abstract

Мы изучаем факторы риска национализации в нефтяной отрасли во второй половине XX в. Оказывается, что риск экспроприации частной компании правительством повышается вместе с мировой ценой на нефть; особенно велик этот риск в странах со слабыми политическими институтами. В теоретической части статьи это объясняется с помощью динамической модели стратегического взаимодействия между правительством и частной фирмой. Правительство не может связать себя обязательством не экспроприировать фирму, а фирма старается избежать уплаты налогов. Вследствие этого, хотя правительство менее эффективно управляет активами, национализации случаются на равновесном пути. Основные выводы модели подтверждаются с помощью панельного регрессионного анализа. Эмпирические результаты чрезвычайно устойчивы: они сохраняются, даже если мы учитываем «фиксированные эффекты» для стран.
