Abstract

Публикация продолжает курс «Экономические основы антимонопольной политики: российская практика в контексте мирового опыта». В данном номере представлены лекции, посвященные наиболее сложной проблеме антимонопольной политики предотвращению и пресечению соглашений и согласованных действий. Рассматривается экономическая теория «молчаливого сговора» и ее выводы для антимонопольных органов. Проведен экономический анализ законодательства, направленного против картелей и молчаливого сговора, а также практики его применения в США, Европейском союзе и России. Наконец, дается интерпретация и оценка новых норм, нацеленных на борьбу со сговором участников рынка, в новом законе «О защите конкуренции» (2006).
