Об Измерении Динамики Российского Промышленного Производства Переходного Периода

Abstract

Работа посвящена анализу проблем измерения динамики промышленного производства в российской переходной экономике. Проанализирована специфика российской переходной экономики как объекта измерения. Показано, что эта специфика приводит к усложнению измерения динамики производства и снижению его точности. Рассмотрены задачи анализа динамики производства и предъявляемые ими требования к методам измерения. Проведен критический анализ проблем российской официальной практики построения индексов промышленного производства. Показано, что основные проблемы измерения проявляются при проведении краткосрочных сопоставлений, что систематически затрудняет идентификацию краткосрочных тенденций динамики производства. Обсуждены направления совершенствования официальной практики построения индексов.
