Естественная Монополия. Регулирование И Конкуренция

Abstract

Курс лекций "Естественная монополия: регулирование и конкуренция" (16 часов) предназначен для магистров кафедр госуправления и экономики общественного сектора и общей экономической теории. В последнее десятилетие сектора, содержащие естественно-монопольные компоненты (электроэнергетический, газовый, железнодорожный, водоснабжение, телекоммуникации), претерпевают кардинальную революционную трансформацию. Дерегулирование, внедрение конкуренции, реформа сохраняющегося регулирования, модернизация регулирующих механизмов ярко характеризуют общее направление данной трансформации, идущей полным ходом в западных странах. В России реформирование естественно-монопольных секторов также поставлено на повестку дня. В связи с этим необыкновенно важным становится понимание развертывающихся процессов трансформации, анализ накопившегося международного опыта и перспективы приложения его к российским реалиям. Курс лекций освещает проблемы регулирования естественных монополий и идущей в настоящее время реформы регулирования; традиционных и новых механизмов регулирования; введения альтернативных форм конкуренции; реформирования вертикально-интегрированных монополий; трансформации некоторых естественно-монопольных секторов (электроэнергетического, газового).
