Тенденции В Развитии Теоретических Подходов К Регулированию Естественных Монополий

Abstract

За последние два десятилетия коммунальные предприятия (public utilities) (газовая, электроэнергетическая, железнодорожная, телекоммуникационная отрасли, водоснабжение), неотъемлемой частью которых являются естественно-монопольные сегменты, претерпели крупные изменения. Они шли в направлении дерегулирования, внедрения конкуренции, модернизации функций и методов регулирования. Преобразования начаты и в России, но модели реформирования еще не приобрели завершенных форм. В связи с этим большой интерес представляют тенденции в развитии теоретических концепций, лежащих в основе практических преобразований. Данной статьей мы хотим привлечь внимание к тем принципиально важным сдвигам в теории естественной монополии и экономике регулирования, которые легли в основу и подготовили идущую в последние десятилетия трансформацию.
