«Проблемы Искажений» При Расчете Индекса Потребительских Цен

Abstract

В статье поднимается проблема неадекватного измерения общего уровня цен, возникающая при абстрагировании от ежегодно происходящих структурных и качественных изменений при расчете индекса потребительских цен. Рассматриваются этапы организации статистического наблюдения за потребительскими ценами и расчета индекса потребительских цен, выделяются проблемы методологии расчета индекса потребительских цен. На стадии отбора населенных пунктов и организаций торговли для наблюдения за товарными ценами искажается структура потребительского рынка. На стадии отбора товаров-представителей искажаются характеристики потребительского набора благ. На стадии расчета индекса потребительских цен происходит его абстрагирование и нивелирование индивидуального характера потребления. В результате проведенного анализа предлагаются направления совершенствования статистических методов наблюдения и оценки инфляции.
