Качество Населения Как Основной Фактор Системной Модернизации Российского Общества

Abstract

В статье анализируется состояние качества населения современной России как результат повышения уровня и качества жизни и как основной фактор модернизации. Приводятся показатели и тенденции изменения качества населения. Предлагается сочетать при проведении социальной политики классический патронажный (экстенсивный) подход с партисипаторным (интенсивным) формированием «общества-участия». К одному из основных направлений этого подхода автор относит перенацеливание демографической политики с количества на качество населения, накопление и реализацию человеческого потенциала.
