Abstract

Статья посвящена исследованию институциональных причин экономических проблем местного самоуправления в России. На основе анализа исполнения консолидированных бюджетов субъектов федерации получены выводы о неадекватности реальных стимулов региональных органов государственной власти целям развития территорий. Определены принципиальные направления модернизации формальных государственных институтов, реализация которых приведет к усилению заинтересованности администраций субъектов федерации в развитии экономической базы местного самоуправления.
