К Вопросу О Социально-Экономической Модернизации Российских Регионов

Abstract

По мнению автора, осуществление модернизации без досконального учета социально-территориальных особенностей страны может привести к неравномерному распределению «модернизационных эффектов», что обусловит еще большие по сравнению с уже существующими диспропорции в развитии территорий. Долгосрочные стратегии и планы развития, направленные на модернизацию социально-экономической системы, должны строиться на основе учета имеющегося потенциала регионов. Вводится понятие «социально-экономический потенциал модернизации», включающее не только совокупность ресурсов, но и качественные характеристики самих региональных систем. Социально-экономическая модернизация представляет собой комплекс взаимосвязанных направлений, охватывающих промышленную политику, развитие научно-технического и инновационного потенциала, совершенствование социальной инфраструктуры.
