Бюджетный Процесс Как Инструмент Управления Государственными И Муниципальными Финансами

Abstract

В статье показано, что именно в ходе организации бюджетного процесса выявляются возможные пути совершенствования управления государственными и муниципальными финансами, поскольку этот процесс пронизывает все сферы финансово-бюджетной деятельности государственных и муниципальных органов власти. Автор подчеркивает, что на бюджетный процесс существенно влияют изменения в экономической, социальной и финансовой политике государства на том или ином конкретном этапе развития страны. Особое внимание уделено определению места и роли местных бюджетов в бюджетной системе страны. Рассматриваются новые методы бюджетного планирования и прогнозирования.
