Abstract

Человеческий капитал является одной из составляющих национального богатства, следовательно, при формировании региональной политики его развитие должно рассматриваться как фактор укрепления устойчивости территории. Проведённый авторами анализ показывает, что тенденции развития человеческого капитала ведут к снижению устойчивости региона, о чём свидетельствуют старение населения, снижение качества трудового потенциала, и прежде всего его интеллектуальных характеристик и капитала здоровья.
