Abstract

Необходимость проведения реформы жилищно-коммунального хозяйства (ЖКХ) назрела и приобрела актуальность в условиях подавляющего господства государственной собственности и высокой централизации управления. Искусственная монополизация и значительная дотационность этой сферы сформировали, к сожалению, искаженную мотивацию поведения всех субъектов взаимоотношений и обусловили общую неэффективность функционирования жилищно-коммунальной сферы. В статье представлен анализ современного состояния жилищно-коммунального хозяйства в разрезе регионов СЗФО, рассматриваются проблемы его финансирования, предлагаются перспективные направления по повышению эффективности государственной региональной политики в сфере ЖКХ.
