Abstract

В статье изложена сущность понятия «межбюджетные отношения». Выявлены основные проблемы межбюджетных отношений в системе местного самоуправления как фундаментального звена бюджетной системы Российской Федерации. Без его укрепления затруднены качественные преобразования в бюджетной сфере. Показано, что развитие местного самоуправления возможно лишь при достаточной обеспеченности муниципалитетов собственными финансовыми средствами. Проанализировано фактическое состояние финансовых взаимоотношений органов государственной власти и органов местного самоуправления. Обозначен комплекс мер, направленных на совершенствование межбюджетных отношений на муниципальном уровне.
