Проблемы Финансирования Высшего Образования В Современной России

Abstract

В статье рассматриваются вопросы финансирования высшего образования в современных условиях на материалах государственных вузов Российской Федерации. Автор доказывает, что образование в целом, в т.ч. высшее, нельзя считать товарной сферой услуг, а вузы – коммерческими организациями. Он полагает, что это сфера умственной и духовной деятельности, где производятся общественные блага, которые наравне с другими видами общественных благ (безопасность государства и членов общества, социальная защищенность, экологическая безопасность и др.) должны быть обеспечены с помощью государства. В статье представляются проблемы совершенствования планирования и финансирования расходов на высшее образование в свете задач модернизации страны на новом этапе её развития.
