Сочетание Охраны Природы И Местного Развития: Возможность Применения Модели На Кольском Полуострове

Abstract

В статье обсуждается возможность применения новой, принятой на Западе парадигмы в отношении особо охраняемых природных территорий (ООПТ), подразумевающей сочетание охраны природы и местного развития, на Крайнем Севере России. В статье приводится краткое описание новой парадигмы, а также системы ООПТ Мурманской области. Ситуация с ООПТ в области иллюстрирует такие проблемы, как конфликты между различными заинтересованными сторонами, слабая поддержка со стороны различных уровней власти и недостаток туристической инфраструктуры и компетенции в этой сфере. Однако энтузиазм по поводу создания национальных и природных парков на местном уровне, а также возрастающее число туристов позволяют предположить, что в будущем роль ООПТ в местном развитии станет более значительной.
