О Практике Стратегического Подхода К Управлению В Муниципалитетах Российского Севера

Abstract

В статье представлены результаты анализа институциональных предпосылок и практики стратегического планирования и управления в муниципальных образованиях Севера России. Применение стратегического подхода к управлению имеет особую актуальность в северных муниципалитетах, как важное средство преодоления таких негативных тенденций, как депопуляция и миграционный отток населения, других социально-экономических проблем. Определены основные факторы, как способствующие, так и препятствующие применению технологий стратегического управления в северных городах и муниципальных районах.
