Анализ Механизма Продажи Квот

Abstract

Рассматривается ситуация, когда для обеспечения требуемого уровня безопасности в регионе Центр (руководитель региона) побуждает предприятия (источники риска возникновения чрезвычайных ситуаций) приобретать квоты – разрешения на создание определенного уровня риска. Общий размер квот ограничен. Исследована модель формирования размера продаваемых квот каждому предприятию в случае, когда суммарная заявка на квоты больше, чем общий размер квот. Исследована модель функционирования предприятия в случае, когда предприятие приобретает квоты, а Центр осуществляет проверку соответствия фактического уровня риска на предприятии и того уровня риска, который допускается при полученной квоте.
