О Развитии Системы Цен В Электроэнергетике: Моделирование Тарифного Меню Для Населения

Abstract

В данной статье предложен новый для российской практики вариант решения проблемы заниженных цен для населения и защиты малообеспеченных домохозяйств от повышения этих цен. Он заключается в разработке тарифного меню, которое предоставляло бы для потребителей возможность выбора одного из многоставочных тарифов. При этом потери от обслуживания низкодоходных потребителей компенсируется приростом выручки от обслуживания платежеспособных (состоятельных) потребителей, достигнутым в определенной степени за счет увеличения энергопотребления последними из них. Построена простая математическая модель тарифного меню. Приведены и проанализированы результаты численных расчетов соответствующих тарифных ставок.
