Abstract

Универсальное обслуживание телекоммуникационными услугами является сравнительно новым методом государственной политики в сфере телекоммуникаций России. Оно традиционно воспринимается как специфический механизм регулирования, возлагающий дополнительное бремя на компании электросвязи. Однако, как показывает опыт развитых стран, универсальное обслуживание это эффективный инструмент обеспечения доступа широкого круга потребителей к глобальным информационным ресурсам. Статья посвящена обзору мирового опыту внедрения механизма универсального обслуживания и эволюции механизмов предоставления универсальных услуг связи на протяжении ХХ века.
