Abstract

В статье предлагается рассматривать учредительные документы межправительственной некоммерческой организации как способ позиционирования ее социальной ответственности и как инструмент обеспечения условий для общественного контроля. Также проводится анализ роли учредительных документов в деятельности МСЭ. Разработаны рекомендации по изменению Статьи 1 Устава МСЭ, охарактеризованы преимущества участия в деятельности МСЭ Государств-членов и Членов секторов.
