Совершенствование Механизма Таможенно-Тарифного Регулирования Внешнеэкономической Деятельности Рф

Abstract

В работе рассмотрены возможные направления совершенствования таможенно-тарифного регулирования ВЭД России. Показано, что одним из основных направлений таможенно-тарифного регулирования должен стать выборочный протекционизм (установление мегатарифов) потенциально конкурентных отраслей экономики при общем снижении ставок пошлин, который можно достигнуть посредством научного обоснования размера таможенного обложения. Другим направлением совершенствования таможенно-тарифного регулирования является повышение эффективности описания и классификации товаров в соответствии с ТН ВЭД России, введения тарифной эскалации, совершенствование правил предоставления тарифных преференций.
