Abstract

В статье исследованы вопросы использования технической помощи в межрегиональном сотрудничестве, стимулирования экспорта и привлечения иностранных инвестиций на региональном уровне административного управления ЕС и США. Автор доказывает, что в мире эффективна двухуровневая система управления и содействия участникам ВЭД (государство-регион). В регионах экономически развитых государств взаимодействие с экспортерами (малыми и средними компаниями) и иностранными инвесторами осуществляется профессиональными специализированными организациями, не включенными в административное управление и распределение государственных ресурсов финансовой поддержки.
