Abstract

В настоящее время Франция является одной из немногих стран, которая имеет хорошо продуманную и научно обоснованную энергетическую стратегию и отличается от энергетических программ других стран своей научностью и комплексным подходом к проблеме. Во Франции принципы государственного планирования развития энергетической отрасли имеют давние корни, как и у России, имеющей опыт государственного планирования Советского Союза. Однако Россия отказалась от его принципов, что привело к фактическому развалу ТЭК после его нерегулируемой приватизации, а попытки реализовать программы энергетических стратегий пока не принесли существенных результатов.
