Форсайт-Исследование Системы Образования России

Abstract

В статье представлены результаты форсайт-исследования тенденций и перспектив российской системы образования, которое проводилось в Вятском социально-экономическом институте в феврале-марте 2015 года. По каждому выделенному экспертами значимому фактору даются пояснения, каким образом и почему он способен оказать воздействие на систему образования. Все факторы сгруппированы в соответствии с их ролью в три группы: возможности, угрозы, вызовы. Дается прогноз временных периодов, когда каждый из факторов будет оказывать наиболее ощутимое воздействие. Делается вывод о наличии глобальной конкуренции в сфере образования, вплоть до «образовательной агрессии» со стороны отдельных стран, прежде всего США. В выводах говорится о том, что уже сегодня может сделать Правительство и Минобрнауки для того чтобы воспользоваться представляющимися возможностями, нейтрализовать угрозы и успешно преодолеть вызовы, что в итоге должно сформировать новую инновационную модель системы образования России.
