Abstract

В статье приводятся аргументы в пользу позиции, согласно которой, обучение граждан бесплатно и за плату не должно различаться по сумме, а иметь только различный источник финансирования. Определена авторская позиция о необходимости принятия законов о праве на информацию и ее защиту.
