Abstract

В статье с опорой на понимание социальной сферы как области человеческой деятельности, непосредственно направленной на формирование человеческого капитала, осуществляемой в формах услуг или материальной помощи, обладающей положительными экстерналиями, представлены особенности социальных услуг с точки зрения повышения эффективности их производства.
