Реализация Концепции Устойчивого Развития Организации В Системе Менеджмента Качества

В статье рассмотрены факторы, которые затрудняют интеграцию принципов устойчивого развития в практику управления промышленными предприятиями. Показано, что обеспечение устойчивого развития организации возможно посредством трансформации систем управления с учетом поддержания сбалансированности экономических, социальных и экологических целей. Авторами разработаны методические рекомендации по организации процесса управления устойчивым развитием в форме стандарта предприятия, гармонизированного с системой менеджмента качества в соответствии с требованиями международных стандартов ISO серии 9001. Стандарт является информационным ресурсом процесса управления устойчивым развитием, в котором систематизированы этапы управления по принципу цикла PDCA (планирование действие проверка корректировка) с описанием входных и выходных данных на каждом этапе процесса. В стандарте описана скоординированная деятельность участников процесса; распределены ответственность и полномочия ответственных должностных лиц; предложены формы отчетов, необходимых для реализации процесса. Представленные методические рекомендации по организации управления устойчивым развитием позволяют регламентировать права и обязанности сотрудников, целенаправленно управлять процессом, измерять достигнутый результат, тем самым обеспечить результативность и эффективность достижения целей устойчивого развития в краткосрочной и долгосрочной перспективе.In article factors which complicate integration of the principles of sustainable development into practice of industrial enterprises management are considered. It is shown that sustainable development is possible through the transformation of management systems based on maintaining a balance of economic, social and environmental objectives. The authors have developed guidelines on how to organize the management of sustainable development in the form of the enterprise standard, harmonized with quality management system in accordance to requirements of the international ISO standards of a series 9001. The standard is an information resource of sustainability management process in which the stages of the management on the basis of the cycle PDCA (Plan Do Сheck Act) are systematized with the description of input and output data at each stage of the process. In the standard the coordinated activities of participants of the process are described; responsibility and powers of responsible officials are distributed; report forms necessary for process implementation are offered. Presented guidelines on the management of sustainable development helps to regulate the rights and responsibilities of employees, to manage the process purposefully, to measure the achieved results, thereby ensuring the effectiveness and efficiency of achievement of the objectives of sustainable development in short and long term.
