Abstract

Управление жилой недвижимостью как самостоятельное направление деятельности в Республике Беларусь находится только на стадии развития. При отсутствии межсекторного сотрудничества и усилий в поисках решений накопившихся проблем это развитие очень затруднено. Был выполнен анализ жилищного фонда Республики Беларусь, а также законодательных актов, касающихся данной тематики, проведено социологическое исследование среди владельцев квартир, проживающих в многоквартирных жилых домах. Исследования проводились совместно с Международной ассоциацией менеджмента недвижимости (МАМН) и ООО «Зеркало-Инфо». Был детально рассмотрен международный опыт управления жилищным фондом Германии и Эстонии в качестве возможных моделей для сравнения. Представлен путь развития управления в Эстонии как стране постсоветского пространства. Результаты проведенного исследования показали, что недостаточная информированность владельцев квартир должна повышаться с помощью средств массовой информации и работников данной сферы. Сделан вывод о том, что в системе управления жилищно-коммунальным хозяйством требуется переход от сильно контролируемого и регулируемого общества к более либеральной политике, поддерживающей так называемое тонкое государство и рыночные отношения. Для решения ряда проблем в управлении жилищным фондом предложена модель межсекторного социально-экономического партнерства для сферы жилищно-коммунального хозяйстваResidential property management as an independent activity in the Republic of Belarus, is only at the stage of development. Has been thoroughly reviewed international experience of housing management in Germany and Estonia, as a possible model for comparison. Presents the path of development management Estonia as post-Soviet countries. The results of the study showed that lack of information, the participation of owners shall rise with the help of the media and the employees of this sphere. It is concluded that the system of housing and communal services requires a transition from a highly controlled and regulated society to more liberal policies supporting the so-called thin state and market relations. To address some of the problems in the housing management the proposed model of cross-sectoral socio-economic partnership for housing and communal services.
