Развитие Институциональных Основ Устойчивого Лесоуправления И Лесопользования

Формирование высокоэффективного и эколого-ориентированного лесного хозяйства находится в русле общих тенденций развития национальной экономики, зрелости гражданского общества и состояния правовых отношений в государстве. Поэтому институциональная среда развития лесного хозяйства является определяющей, и те положительные преобразования, которые происходят в стране, создают благоприятные социально-экономические предпосылки для его будущего развития. Институциональная модель устойчивого развития лесного хозяйства обеспечивает: целостность системы лесоуправления и ее финансовую независимость от хозяйственной деятельности в лесу; развитие субконтрактных отношений на конкурсной основе между собственником ресурсов (заказчиком) и исполнителем (подрядчиком) лесозаготовительных и (или) лесохозяйственных работ; формирование системы коммерческих отношений с ориентацией на право владения государством конечной продукцией из его ресурсов; недопущение злоупотреблений ресурсного характера со стороны специального лесопользования. Преобразования системы управления лесным хозяйством Беларуси выражают интересы лесного управления как института сохранения и воспроизводства лесной собственности и обеспечивают экономические условия для развития лесного бизнеса. Главным в данном аспекте является экономическая (финансовая) независимость института лесоуправления и адекватная институциональная база его превосходства над другими видами деятельности в лесу.Formation of highly efficient and eco-oriented forestry is in line with the general trends in the development of the national economy, the maturity of the civil society and the state-legal relations in the state. Therefore, the institutional environment is decisive in forest development, and the positive changes that occur in the country, create favorable socio-economic conditions for its future development. Institutional model of sustainable forestry provides: the integrity of the forest management system and its financial independence from economic activities in the forest; development of subcontracting on a competitive basis between the owner (the customer) and the executor (contractor) in logging and (or) forestry activities; formation of a system of commercial relations with a focus on state ownership of its resources; prevent resource abuses from special forestry. Conversions of forest governance in Belarus represent by the interests of forest governance as an institution of preservation and reproduction of forest ownership and provide economic conditions for the development of the forestry business. Central to this aspect is economic (financial) independence of the Institute of Forest Governance and adequate institutional framework of its superiority over the other activities in the forest. Reforming the organizational structure of forest governance must be based on a combination of the principle of commercialization of economic activity in the forest (and on the basis of the forestry business) and the principle of financial independence and institutional benefits of forest management (over commercial activities in the forest).
