Механизм Изъятия Лесной Дифференциальной Ренты

Abstract

В статье обсуждается механизм формирования и изъятия лесной дифференциальной ренты. Использование данного механизма создает необходимые предпосылки для постепенного перехода к устойчивому лесопользованию и самофинансированию лесохозяйственных учреждений. В статье представлены формулы расчета лесной дифференциальной ренты, в соответствии с которыми рента определяется как разница между биржевыми ценами на древесину и затратами на лесовыращивание. Перераспределение лесной ренты позволяет государству получить обоснованный источник дополнительных доходов, а лесохозяйственным предприятиям повысить свой уровень доходности. Механизм изъятия лесной дифференциальной ренты должен использоваться после достижения безубыточной расчетной лесосеки и перехода лесхозов на самофинансирование. В переходный период предложенные методические подходы могут использоваться для расчета необходимого размера финансирования лесохозяйственных издержек и выравнивания условий хозяйствования различных лесхозов.
