Экологическая Экспертиза Как Неотъемлемый Элемент В Налогообложении Городских Земель

Abstract

В статье рассматриваются существующие в городах (особенно крупных промышленных центрах) экологические проблемы в экономическом, организационном и нормативно-правовом выражении, обусловленные нерациональным использованием городских земель в Республике Беларусь в течение длительного времени, несовершенством существующего законодательства в области охраны окружающей среды. Указанные проблемы вызывают значительное снижение стоимости городских земель и, соответственно, поступления в городской бюджет, рост уровня заболеваемости населения и деградацию окружающей город природной среды. В рамках статьи изложен зарубежный опыт регулирования городского землепользования с достижением экологических целей через механизм компенсации прошлого экологического ущерба, а также поставлен вопрос актуализации и совершенствования проведения экологической экспертизы. Предложен эколого-экономический механизм устойчивого землепользования в городе, этапами реализации которого выступают: постановка целей, формирование принципов, совершенствование земельного законодательства и организационной структуры управления, реализация эффективной налоговой политики.
