Abstract

Дан сравнительный анализ построения систем внутренней рейтинговой оценки кредитного риска банковского сектора России и Европы. Установлено, что отличительными особенностями российских банковских методик оценки кредитного риска от европейских является, во-первых, их слабо интегрированный характер; во-вторых, отсутствие гибкости. Это не позволяет в полной мере учитывать важнейшие характеристики бизнеса клиентов. Обоснован вывод о необходимости разработки соответствующей нормативной базы, регламентирующей принципы построения такого рода систем. Выявлены основные проблемы перехода российских банков к оценке кредитного риска в соответствии с рекомендациями Базельского комитета: несовершенство методического обеспечения, отсутствие достаточной статистической базы, затратный характер внедрения оценочных моделей.
