Abstract

Рассмотрены меры по решению проблемы загрязнения атмосферы в ФРГ. Среди всех источников загрязнения воздуха наиболее ощутимым является тепловая электроэнергетика. Анализ динамики выбросов парниковых газов за 1990-2012 гг. в Германии выявил положительный тренд сокращения выбросов парниковых газов, преимущественно за счет их уменьшения в электроэнергетике. Рассмотрены результаты реализации Киотского протокола в Германии и основные государственные программные меры 2000 г., способствовавшие снижению выбросов парниковых газов в результате реформ в электроэнергетике. Они связаны с применением экономических механизмов, направленных на структурные сдвиги в производстве электроэнергии при ориентации на альтернативные источники энергии.
