Развитие Системы Требований К Качеству Управления Общественными Финансами

Abstract

Система современных требований к качеству управления общественными финансами сформировалась на основе концепции нового государственного менеджмента, которая находит практическое воплощение с конца 1970-х гг. в экономически развитых странах. Ключевым аспектом данной концепции выступает ориентация деятельности органов власти на удовлетворение запросов потребителей как базовую ценность. В этой связи можно говорить о смене самой парадигмы государственного управления: переход от принципа «граждане для государства и государство для выполнения функций» к принципу «государство для граждан». Статья посвящена проблемам и перспективам внедрения в российскую практику основ нового государственного менеджмента.
